Yes, editors do read the full paper - always. There is no rule as to how long it takes, it varies from paper to paper and depends on many factors, e.g. the complexity of the study, the editor's familiarity with the research topic, if the paper falls outside the scope of the journal or if the study is of interest in principle, but is perceived as lacking in certain aspects.
